It’s completely compatible with WordPress 3.9, did you mean you are not being able to install it?
Is there any error message when you installed it failured?
In most cases, it’s server configuration problems, like the permission of wp-content/uploads, wp-content/themes folders, or the setting of upload file max size in php.ini is smaller than the theme zip file.
You can also try to upload the “Samsara” theme folder to “wp-content/themes”
